I think I missed, through being

absent on tour, the discussions in which long range policy on the future of university education in Hong Kong, and for the matter of that in Malaya, was being determined, though I have of course subse- quently seen and concurred in the conclusions reached.

I am bound to say, as one who had not been present at any of the back- ground discussions, that I find

Sir Andrew Caldecott's letter a very weighty one. The considerations which he advances about the conditions of future success for a reconstituted Hong Kong University seem to me so important and fundamental that I should have thought that, even at this late stage, we ought to discuss them. I showed the letter to Dr. Kauntze, who I believe is also on the proposed University Committee, and found that he is very definitely of the same opinion.

I would suggest therefore that, before going further with the finding of a Chairman to replace Sir Andrew Caldecott, we should meet and discuss, and personally I would like to see him brought into the picture.

To some extent too this is connected with the future of university education in Malaya, on which I have just been minuting separately to Mr. Gent.
